The system tends to encourage the employment of

corporate bodies in administrative or quasi-administrative

work, irrespective of whether direct Government control

be more advantageous or not.

In no direction are expansion and progress more

desirable than in the sphere of Education, If Government

establishes new schools, a heaty outlay is involved, but

as all scholars' fees are credited to Revenue they are

subject to 20% deduction for the Military Contribution. If

however an Ageloj is used, such as a Mission Society,

Government receives no t'ees anxi merely gives a Grant in

receive a substantial preference. Similatjy in the cass

of a Municipality, whose funds not being a part of Colonial

Revenue are not subject to the deduction for Defence.

This system obtains in Singapore, and the present

Military Contribution of that Colony, which appears as

20% of its Revenue, would be reduced to 13% only if the

Revenue administered by the Municipality were included in

the Colonial Revenue assessable to the Contribution. In

Hongkong precisely similar duties are undertaken by the

Government and the Rates levied for Municipal purposes are

aubject to the percentage.

This forms a valid argument for the advocate. 02 a

Municipality, though in the peoent discussions on the

subject during the passage of the Public Health and

Building Ordinance it was shown by the principal spokesman

of the Unofficial Members that a Municipality was wholly

incompatible 21
